What about a billboard folks?
Think
Got Milk... Got Guns! ok maybe not.
or
Something along the lines of "What do these people have in common?" and pic of several non-sterotypical permit holders followed by another with them holding guns and statement "The can defend themselves" The wife suggested this.
or
"Can defend themselve 30 days after application"... little play on the "heart beating 28 days after conception"
Ok, you try!
I have no idea how much a billboard is, but it may be a good way to get the word out that we are regular folks, not camo wearing gun nuts.

I looked at clear channels rate card http://www.clearchanneloutdoor.com/rates/ for outdoor advertising and think we could get a location for $2700/month (maybe a little more for a single vice 9 as show in the package.)

Clear chnannel was a convienient example, the local companies websites did not have pricing information easily available.
Either way it is not a viable option for the use proposed.

While the idea has some merit (If you can figure out a way to fundraise the costs), you would want something that would make sense at a glance, and has contrasting text for easy reading. Also, you would want something that would conform to standard billboard shapes, unless you have a specific irregularly shaped billboard in mind.

Unless we do all the art and layout on our own the costs of production/licensing would probably outweigh the cost of renting the billboard. You can however download standard billboard size templates from clear channels site.

I'm willing to bet a box of ammo that if we bought the space, Oleg would license the content for free, and do the prepress as well.

Not knowing him I assumed the worst as far as cost. I usually plan on the most expensive and go with the cheapest, makes it easy to stay on budget.

I just started to do a mockup and it turned out really well. I just used images off the internet, so it's certainly not a redistributable image.
Simple, effective...
