What are the requirements to receive a handgun PURCHASE permit?
To apply for a permit to purchase a handgun you must:
1. Be a resident of St Anthony, Falcon Heights, or Lauderdale
2. Be at least 21 years old
3. Fill out the appropriate paperwork; and
4. Pass all the background checks run on you as required by Minnesota State Statutes.

Who has actually had a permit denial when they've submitted the required paperwork?

Anyone from here still live in St. Anthony or one of the communities they serve? Feel like getting a Permit ot Purchase and seeing how it's really handled? That would lead us to good, reliable information nearly first hand ...

Yeah the police can probably ask to see your medical, dental and pay check stubs if they want to... but if you submit the proper forms and leave it at that, they would be stupid not to issue the permit.

I know I talked about stopping by earlier, but I just didn't get around to it.
My experience with Permit to Purchase in St. Anthony PD.
I went and filled out the form on monday of last week. I have been expecting a phonecall since the middle of last week telling me my permit was ready.
Yesterday I checked the statute, which says 7 days (it does NOT say business days)
I suspected I'd come home to a message on my machine stating the permit was ready, so I went right from work to the PD
I told the desk person (not sure if they are a real LEO, reservist, or just a worker) "I am here to get my permit"
She asked If I received a phonecall. I said 'no, but I haven't been home yet'
She looks at a desk right behind her and says 'Well, I don't see anything, normally if one is ready it is waiting here, you need to wait for a phonecall'
I replied with 'The statute says 7 days. This is the 8th day. I need my permit.'
She got all flustered and tried to get me to leave with stuff like 'well, It's just not here' etc.
I stuck to my guns (no pun intended) and replied with: Look, the statute says 7 days. I was expecting to find a message on my machine yesterday. When there wasn't one I checked the statute. I came directly from work expecting it to be here, as your 7 days are up.
She then asked me for my recipt, which I stated I didn't have, that I wasn't given one, and that until I read the statute last night, I wasn't aware I should have received, othewise I would have made sure to get one. (note, gotten P to P there before, never got a recipt)
She then said that the lady who does them is on vacation and won't be back until friday.
She then shrugged like she couldn't do anything and I should just leave.
I told her the law was clear, and asked to see the chief. She came back stating he was on a phonecall, and would I wait. I said yes. I re-iterated again that the statute says 7 days, it is 8, and they will just need to get it done.
After a while she came back and said 'We are working on it now'
after about 30 minutes she showed up saying 'well, we have it done now' to which I said 'I appreciate you guys getting it done today'
She requested my signature, then took the permit back, as well as my Driver's License, and made a photocopy of both, and then gave me both back. She said 'sorry about the wait' and I said 'That's okay, we can't all be perfect like me!'
Anyways, I do wonder about the photocopying thing. Also, in case you are not aware, the permit to purchase states on it that is "not valid without other qualifying Minnesota ID" so it makes sense that they photocopy both.
I suppose most larget PDs photocopy it behind closed doors. But I do wonder if they are allowed to keep records like that. Defacto registration of buyers?
