he was in the process of securing the weapon, this is why no legitimate charges were filed.
once asked you must do so, only then can it be considered tresspass

What was the reason he was still there when the police arrived?

Was that the guy who was theater/mall security?
I am just wondering what the hell kept him from pulling his shirt over his gun, returning his gun to his car, or going to a different mall when asked to do so by the first mall security guy (an agent of the property owner.)
(I am pro-open carry, and just trying to get a good understanding of what went down. The police report is lacking.)

it says if he was FLETC he would have allowed him to cover it and go inside. his only option was to put it away, or leave. then the movie cop started and while they were talking at his truck GCPD rolled up
i dont know why they claim he was uninsured? as my mother has his truck insured and would be unwise to not have insureance to protect he assets.

(Thanks for the FLETC def, I didn't know what the hell that meant.)
Ok, so I guess I don't know where I stand on this.
My personal take is that he should have left or removed his gun when asked (ie not be there when the police show up.)
I don't know what your state's regs are in regards to being required to ID during a lawful interaction with police. I don't think this is a "stop and ID" issue.
Yea, the vehicle insurance thing confuses me as well.

kinda hard to do when the off duty city cop walked from the movies to him. and started
we dont have any statue that allows an officer to stop and demand id
