Yea, it is most likely a take on Nietzsche, but the direct quote is from the movie The Boondock Saints. It is a great movie, but I try not to tell people I am into it. I own that DVD. No wonder it sounded so familiar. It's a take on All that is necessary for evil men to triumph is for good men to stand idly by.
