Oh, yeah, those wacky Brits...
This is on the same level of humor as stuffing a homemade bomb in a persons mailbox minutes before the mailman shows up. Or slashing a persons tires when they're at the grocery store, buying formula for their infant child. Or chucking a concrete block through an elderly womans living room window in the middle of the night. Just <strike>a hilarous practical joke</strike> activites of a mental degenerate crying out for attention...
Unfortunately, our country isn't insulated from this kind of behavior.

Actually I don't think it's on the same level of "humor" compared to any of the illegal activities you mentioned. If you want to make an analogy, comparing it to a self-deprecating stunt would be more appropriate.

I'm inclined to disagree in this case: taking into account that MN statute defines "assault" as (paraphrasing) acting in such a way to create fear of harm or death, and considering the fact that if someone would have pulled a stunt like this when I was working retail (alone, at night, in a somewhat secluded mall) I would have certainly feared for my safety, this guy would, in fact be committing assault in the state of MN.
Just ask anyone who has survived a robbery in the course of their employment.
I would have beaten this mental defective with the nearest convienient bludgeon. I would let the court sort out who was "more guilty".

A persons apparel does not constitute an act with "intent to cause fear in another of immediate bodily harm". It may cause fear, but that alone is not enough for an assault charge.
Someone could wear a t-shirt into a bank that says "give me your money"... that alone is not a crime.
Please remember that this law also protects permit to carry holders. Someone can not file assault charges just because they see your firearm and are fearful.

I might say it could have violated...
It was clearly intended to be incidental to amusement, but to me it was about as amusing as pulling a fire alarm regardless of the laugh track.
But maybe I'm just still too grouchy for my own good.
