Whatever program you used to resize the image should allow you to modify the jpeg's quality when you save. Lower quality settings result in lower file sizes.

And if you don't have software that'll do it, google "online image editing" and you'll find web sites that can do it. Or, if you're just to darn lazy to figure that stuff out, send it to me and I'll fix it up for ya.
