I'm familiar with at four different entry points. This is posted at one. I have not seen this at any of the other entrances.
I still believe that this does not apply to non-members. That being said, I doubt you'd get your gun back. Ever.

If you read that sign literally, it looks like you may open carry without explicit permission.

Except that signs are just reminders of laws, which are the dispositive rules.
Red Lake laws prevent Indians from carrying without a permit; they are silent on non-Indians. We've covered this in detail before, but thanks for photographing the sign.
