^^Exactly, they are in uniform, badges and all. Are they performing public service due to a large concentration of people in one place or are they making extra money on the side as hired security? (I think it is the former.)

I'm betting the coppers are there in a security capacity as required and governed by the city. That really means they don't take 911 calls and the Saints pick up the tab for the overtime.
I'm also willing to bet they'll eject you if the piece is seen. At that moment they would be acting as agents of the management which I'm thinking is legally just fine. Personally, I'd treat it the same as any other posted locale.

Eeeeeeexcept that the management is the city, and the city ain't allowed to ban.

Does the city own the team?
If someone is kicked out, is he entitled to a refund for his ticket?

Many event tickets are considered non refundable, it often says so right on the ticket. They maybe could elect to give you a refund, but I bet they don't have to.
I've seen several people escorted out of sporting events, Valley Fair, and the like, and don't recall anyone stopping by the cashier on the way out.
(Once I saw someone escorted out of the old Minneapolis Auditorium at an All Star Wrestling card- his feet didn't even touch the ground on the way out!)

We've established ownership, but I'm not certain the city government is in the business of managing or operating the facility, which is different. Further, the lessee of the facility can pursue the practice all it wants.
Then again, I sit in my backyard and listen to them live and see the fireworks from my bedroom window, so alas, I rarely attend anymore.

They can say "nonrefundable" but that doesn't make them so. If you sneak in, they charge you with "Theft of Services". If you pay for those services and they deprive you of them, can you charge them with "Theft of Services"? I'd be inclined to think so.
The people who get kicked out without refunds were doing something wrong. That's the difference.
How much justice can you afford? (Though Small Claims Court is cheap.)
